Snow? Or cotton? When I was in Alabama a couple years ago we drove by a cotton field and it looked a lot like it had snow on it. Then on another trip down there in the summer I stopped at a Kentucky reststop and whatever was in bloom there looked like snow too!
Despite the snow, that bush is starting to bud… less than a month until Spring (on the calendar at least).

It’s fabric over some kind of plant. I have no idea what they are planting.
